Actualy, after looking into these, these particular pringles commercials were marketed for Southeast Asia in general, NOT Japan. Hong Kong, Taipei, some of the other large cities around there have large english-speaking populations and workforces.

They may have been aired in Japan (they like Pringles there too), but it looks like they were mainly meant for other parts of Southeast Asia.
