Humans orchestrated those attacks. That is why they failed.

[Lulu Bell fishes out money for the milkshake. They could get away without paying, of course, but it might not reflect well on them. No one needs to know where the money comes from, naturally.]

They usually retaliate against any attacks. Even people who are quite strong had a lot of trouble.

[And Road is more than happy to let her pay, never mind that between income from the circus, her City allowance, and the money she got from that push-button-to-curse-someone curse she's more or less rolling in it.]

We don't have any Akuma here, but that doesn't mean we can't find cannon fodder.

How do they retaliate?

[Regardless, it would hardly do to have Road pay for herself. The Earl wouldn't have it.]

We require strong, expendable allies.

...I never paid too much attention to that. They have a lot of ways of fighting back, and once they win they always make things uncomfortable for the people who tried. To stop anyone from trying again, I guess.

But if they were so sure no one could do anything, then they wouldn't worry about that, would they?

Did you have anyone in mind? Not Grell or Rip. [They were strong enough but most certainly not expendable for something like this. Road has her doubts over how well this is going to work, but there wasn't much point in stopping Lulu Bell.]

What can this City do that it hasn't already done?

I don't know. It wouldn't be a problem if I knew what its limits were, but I don't. It can do anything. Do you want to be stuck as a human for weeks? It could do that, or worse.

[She reaches across the table and tugs at the hem of Lulu Bell's sleeve.]

It changed me back to the way I was before I was a Noah once. I Awakened all over again. [And she doesn't need to tell her what that was like.]
