I think he's firmly in the camp of oligarchy, no matter which time period you're talking about. So I'd put him in pre-Triangle America, the time of the Robber Barons.
I'd go with Robber Barons and Boss Tweed and all of that. Gingrinch is, after all, kind of like the late William Magear Tweed, but without the good looks and high moral standards.
Of course Tweed's past caught up with him in the end. For his many efforts at public service he ended up as a guest of the State, being provided free room and board at the public expense. We may sincerely hope that Gingrinch is afforded the same honor, and the sooner the better.

I think that we've just had the structures on top of the Robber Barons stripped away by the Roberts Court and conservative administration.
