Okay, so now we know how there are people on these planets, I guess? Maybe they're all people who chose Judgment and didn't end up going to Heaven? But, argh, why did Gina get sent here? For failing to leave the asshole?

Oh, wait... Duh, you can tell my brain is not working. I'm guessing it's more likely that she didn't really get sent there through Judgment and said that because she's the trap set for Peter.

In reality, I think the streets are populated by people that each Challenger has seen over the course of their lifetime. God uses their memories to populate a world for them to interact with, in those seven days they need to complete the challenge.

Buuuut, Gina herself? She is a trap, yes. Each person who is seen by a Challenger that the Challenger actually knew when they were alive is, 99% of the time, a trap.
