I think they're planning on doing something with Dillinger Jr's character (his father was one of the antagonists in the original movie) and it looks like Flynn may've somehow survived, which is great.

If Flynn survived there's a chance that C.L.U also survived (or the two personalities have become one). Cillian Murphy played Dillinger's son didn't he?

Yeah, he had around five minutes of screen time - if that - and a lot of people were disappointed that his character wasn't made use of more. Personally, I think they planned on there being more movies and decided to use Legacy as a means of re-establishing the 'verse for the newcomers.
