When he had heard about the panel, he had written to an organization at home (to which he had belonged since he was fourteen), called the Bydan-Licere Volunteers. This was a citizens' militia that responded to fires, floods, riots, monster attacks, robber bands, and pirates.
The organization's newspaper was called the Volunteer Voice. Its editor had been most helpful in issuing Hisoka a "To Whom It May Concern" letter, which informed the reader that a Mr. Hisoka Kurosaki was a trusted coorespondant for the paper. (This was despite the fact that Hisoka had in fact written only one article, two and a half years ago, on the casual attitude the citizens of Bellcius seemed to take towards demihumans as opposed to what was typical in his home town of Bydan. It was actually a letter to the editor, but they had printed it as an article. Thus, strictly speaking, he was a freelance journalist. But the editor had claimed him in the letter ( ... )
