Pets Unlockables

Will new dogs and cats spontaneously generate with the crazy coat colors and patterns? I've unlocked all of them, but I hardly ever create pets. Will I ever see purple strays? Or are the unlockables like custom content that isn't "townified"?

No. Pets are generated from Saved Breeds, not from coat colours and patterns. Download some pets or breed and register the offspring.
