Obviously the implication is talking on phone while black = shoplifting. Either that or the people who made this video were diliberately trying to confuse you.

It's the retail equivalent of DWB, also known as Driving While Black. This is known as TOTPWB; Talking on the Phone While Black. It's a common term in training situations, especially in such stores as White-Mart and Racists R' Us.
