This is from DustWriter's fic 'The Littlest Victor' where Katniss can't volunteer for Prim, so it's not the same setup that you have where the other costumes still exist, but how about an ash theme? Like you have the flames of 74, the glowing embers of 75, and all that's left in 76 is the ashes.
So maybe flowy outfits that emit ashes??

If you're going with canon, Cinna wouldn't have made it to the 76. It was canon that he was killed during 75.

Since this is an AU, Cinna is still alive after the 75th Games.
