I can't figure out who the blond woman could be. She has a trident and looks relatively young and Katniss doesn't seem to fear getting killed by her.

That's what I'm thinking. The next picture has an obviously different woman in the same place with the trident. Hard to see her face, but it could be Lynn Cohen.
