I have no issues with government corporations raising an endowment, which is what this seems to be doing. However, I can't see how it's viable. When investing, profitability must be considered. Otherwise, there's no more capital to invest later. On the other hand, if this fund isn't used for crackpot schemes or the "environmental start-up" owned by the Assembly speaker's brother-in-law Vince "the Hammer" (whom I'm sure doesn't really exist, Mr. Silver), it could be worthwhile. Especially since government's role is to mitigate the effects of short-term profit-seeking.
