As for the category - are different shades of a primary color (e.g. darker and lighter blue) allowed??

Yes, you can do varying shades of whichever color you choose.

I'm not entirely sure what is meant with 'Minimalistic'? Like no texture and/or no or minimal colouring?

Just clean or basic. Not super busy. The opposite of when you're asked to make a complex icon. I'm not too worried about how much coloring or textures you use, but it shouldn't have 546519846 different things going on in it. Does that make sense?
