Yeeees, there is that. But really, we're not quite the same person. Regeneration is a strange thing. We're both me, yet he and I are still distinctly different.

Well, you're not the same person you were ten years ago, yes? Imagine the difference between yourself now and yourself 400 or more years ago, with a different body and personality.

Yes, that's why in a way he's not me at all, nor I him. But not every part in the car is replaced, you see. The personality changes, the body changes, but the mind is still the same. It's as if you stay Tegan but get a completely new sense of self, a new sense of what it means to be Tegan. You still remember what it was like to be the old Tegan, or Tegans, but now you see it from your current self's perspective rather than how you thought at the time.
