I went to college with a double major in Commercial Art and Illustration, but I dropped out before my senior year. I learn mostly through observation and experimentation. The media I use most are CG (Open Canvas, Photoshop, and Oekaki), pencil (I've always worked with pencil), watercolor, and marker.
When it comes to art colleges, I seriously recommend attending a junior college first-- especially if you can stay at home while doing so, and getting your rhetoric/basic academics out of the way. That way you can throw yourself into a dedicated major because studio classes will soak up your time like croutons in soup. Also, I imagine it'd be easier to concentrate on projects if you don't have five bajillion hours of reading to do for a Lit. class, a math test to study for, and vocabulary to keep track of ^^;
As for getting out of art blocks, sometimes I've found doing randomly generated subjects from http://www.seventhsanctum.com really helps out!
They really are! They've helped me out of more artblocks just from drawing the most boneheaded concepts XD
But yeah, if you can go the junior college route, I can guarantee it'll save you money if not a ton of frustration. I couldn't keep up with all my academics and studios (not to mention art supplies are outrageously expensive). Starving artists are stereotypes for a reason ^^;
My darling and ubersavvy hubby did the commerce system. It's what he do for a living! He might be able to direct you to some faqs or something if you're having trouble. I don't know how busy he is today, but you can probably poke him on his journal.
