I don't know much about Rush Limbaugh, but what little I've heard has been so negative that I'm not even surprised to see him behaving so disgracefully in that clip, although I was surprised that he was so thick that he would honestly be baffled about *gasp* languages other than English. But I do love Stephen's Colbert's response!
