When the full Council had assembled in the Council offices, along with their invited guests, Cooper shut the door against any curious onlookers. These proceedings, at least until they were concluded, would be private, due in part to the sensitive nature of the actions they were addressing.
"I think," he said, taking his usual seat, "that today we should get straight to the point. I believe we all know that the weekend before last the island was up to its usual tricks. Today we are specifically addressing the actions of Faramir over said weekend, as confessed to Constable Benton Fraser, and what action should be taken as a result of them."
