This is a beautiful and might I state, very clean, sketch. It'd be pretty easy to change into a line art. First, in photoshop, I would take it and up the contrast so that you had a nice black and white image, although the skirt might not enjoy that. Whatever you think, I'm up to listen. I'd color it, lol, but I doubt I'd be any good.

I never played much with brightness/contrast in Photoshop before, I think that'd probably work =D

I never ever colored a drawing digitally, so I guess it'd be trial and error for me ^^;;

as far as lineart goes... I would ink it over with a good liquid ink pen and then either erase before you scan again or up the contrast in photshop
