I'd fix the implication that Scots and Americans aren't part of global fandom (!), and the unnecessary punctuation before brackets. And '(e.g., do they think of Captain Jack Harkness as an American? A Scotsman, thus implying extratextual knowledge and incorporation of same? Someone from the 51st century, so an ethnic background doesn't apply? Which aspects of the Welsh and Wales are represented by Gwen Cooper? Which by Ianto Jones?)' needs to go at the end of the sentence.
But that aside, this looks like a strong proposal to me. One thing you might consider is the wider tradition of mysticism in British telefantasy (e.g. Children of the Stones, The Changes, Sapphire and Steel, on which TW draws more heavily than DW does.
I just meant Scots and Americans as separate categories, but yeah, I see your point. Fortunately, I didn't show you the version that accidentally implied that addign Welsh people took away realism. :P Obviously, that wasn't quite what I meant... ;P
