I voted for "a community journal entry, with a link in the sidebar" but I also think there should be a link to the entry on the profile page as well.

As long as there is obvious access to the info on the profile page or sticky post (either the info itself or a clear link), I'm happy. Those are the two places I think most people look when they try to work out comm rules. The sidebar isn't nearly as obvious half the time. Links get lost in the tags and a lot of comms don't use them at all, but everyone has a profile page.
