I think the fic you are referring to is 'Stormworld' by Wayward. Sounds right, anyhow.

Now that's very, very intriguing idea (doubly so because I read the book). I think I'll put it on my "maybe to do's" list.
(But don't hold your breath, I have plenty of WIPs and I'm notoriously slow writer, unfortunately).
