I'm getting the general feeling that the Decepticons are just secondary characters that TF:A is going to continue paying very little attention to even through S2.

They're not secondary characters. In fact, the writers at Botcon panel confirmed that there will be more action as the series progresses. It's just the way they write things. There will have to be other villains or other kinds of problems for the Autobots to deal instead of having the Decepticons show up in every episode and be the bumbling (yet entertaining) losers they were portrayed in G1 except the movie.

Yeah, found out about the S2 stuff said at Botcon after the fact. It's a good point about comparing them to the constant-losers of G1. After a while, Megatron yelling "Decepticons retreat!!" gets old and diminishes the Decepticons' might and the threat the pose.
