Shoher's attitude seems to be that Israel should do what is best for Israeli Jews and their allies, and help others only as long as it supports our interests.
He supports this opinion with the justification that the Sudanese are not "neighbors" by Torah or Talmudic standards, and therefore we have no obligation to them.
