I would assume that when they ran, Peter rode on Prongs or Sirius. But it's certainly true they seem to treat him as a portable chorus rather than an equal.

I wouldn't be surprised if he had just chosen to be their sycophant rather than another person they bully, instead of genuinely liking them. I headcanon that Snape wasn't suicidal to openly declare war on housemates even James and Sirius don't dare pull pranks on, either, rather than being a devoted Bellatrix or ambitious Lucius. So it could have been all about self-preservation.
