It was serialized in Shonen Jump (I believe it's been released in English too!), but I found out about it a few years ago on a channel I used to have (the International Channel?) that used to show shows straight from Japan, Korea and China. Houshin Engi was shown in its entirety dubbed, and I also saw the first three seasons of Slayers subtitled, Fushigi Yugi subtitled and dubbed, and the end of Dragonball GT in just Japanese to name a few shows they aired.
