It's not that the Willis books don't have merit, but I've read those two, and I've read her other award-winning work, and those two have a LOT of flaws, so despite what they have to offer, I still think they should've been more harshly edited. I worry that perhaps Willis may have won on name-recognition combined with nostalgia for her work, if that makes sense?
It makes perfect sense. As much as I enjoy awards, I notice that nominations (and sometimes wins) based mostly on name recognition happen a lot. It's not so much that author X wrote a great book as much as author X is a great author who put out a good book this year.
Granted I can't really speak of Willis because I haven't read Blackout/All Clear, so I could be completely wrong with this one.

And Feed didn't win the Hugo, which gets a big, fat, BOO!!! from me. :-/
