This is exactly how I think it would go. There were far too many people, with these first-hand stories, for Sherlock to have bought/fooled _all_ of them, or even a decent percentage. Let's hear it for the champions of truth, fighting their slow battle against ignorance. Huzzah!
That's something I tried to convey: Sherlock touched a lot of people's lives. Moriarty could have tried to kill or bribe away a lot of them, but there would so many more left behind to carry on spreading the truth! :D
