I'm thinking some kind of team activity, so the more experienced kids can help the less experienced kids--and assign team roles so no one gets to slack off.

I've been working on a camp in similar circumstances and the main things that get them going is competitiıons. We've done quizzes, stop the bus, plus we worked together to create a puppet show which they performed for all the campers. I kind of gave up on actually teaching them anything and just made the sessions fun and in English. Good luck.
