The supernatural is very rule-bound, so I can see adoption working as a way to neutralize the lycanthropy -- "the kid's no longer the seventh child of Mr. & Mrs. X, they're now legally the nth child of the President. Problem solved."

I see what you mean! That does sound reasonable according to the terms curses tend to take.

The only way I can see that not working is if the President has to do this so many times she has up to seven adopted children, but large families are getting rarer these days (and if it did happen that many times in the President's lifespan, I suppose a Secretary of State or minister or something could take over the rescue adoption process).
