So I don't know if this is the story mostly because of the whole bus dealio, but the description reminded me a lot of this Sentinel AU that I love. Bonding for Beginners by Ember where Derek is an unbonded Sentinel who is forced to get a guided before he can go back to his job as a cop, and Stiles is a guide at a center where they train Sentinels and Guides, but he's been reluctant to bond because he's waiting for a sign.

This doesn't exactly qualify, as they aren't kids (and I don't think they're 'Mates' specifically), but I do remember Stiles and others his age (Jackson, maybe Erica, etc...) are chosen to serve the Werewolves. Stiles eventually gets assigned to Derek (who is something of a Hermit).
