Ha! Dual flush toilets are much more common outside the U.S. I'm pretty sure you're on the right track with the small flush vs. larger flush option. I don't think there's a super-duper flush option though.

If you were part of my neighborhood listserv, you could read discussions on how to retrofit your home toilet to be dual flush and whether the quick fix retrofit works or doesn't. Doesn't that sound exciting. ;-)

Reminds me of the time I went to Italy and asked to use the bathroom in a restaurant.. I walked in and there was a hole in the floor and I walked out and told my companions that they sent me into the shower by mistake (even though I thought it was a bit weird that a pizzeria would have a shower). Well they had a good laugh at me and explained it WAS the bathroom, the hole in the floor that I thought was for the shower drain was actually the toilet drain. I'd never seen a squatty potty before in my life! While they were laughing at me, they told me it was much more hygienic than a sit down toilet. I just looked at them and said sure, when you pee all over your shoes, it's definitely more hygienic!

It looks like a dual flush toilet to me. I'm from Australia where these are very common as they conserve water. Your second diagram is right, or would be in Australia although I can't vouch 100% for South Africa.
