From THIS to this:

I use PS7 & know very little about any other program...but it should be able to translate easily!

Step 1: Open your image (this case from hires_tvmovie; here)
Step 2: Duplicate base twice. Set the first layer to screen, and the second to soft light.
Step 3: Make a new layer and fill it with #C69C6D, set that to softlight at 100%
Step 4: Make a new layer and fill it with #002157, set to exclusion at 28% (this may change, according to your preference).

Your Layers should appear like this:
#002157 Exclusion
#C69C6D Soft light
Soft light
Screen
Base

Step 5: Merge all layers together (Shift+Ctrl+E)
Step 6: Duplicate base twice set the first to soft light at 100% & the second to screen at 70%
Step 7: Make a new layer and fill it with #002157, set to exclusion at 39%
Step 8: Make a new layer and fill it with #F49AC1, set to colour burn at 68%
Step 9: Make a new layer and fill it with #6DCFF6, set to colour burn at 100%

Your Layers should appear like this:
#6DCFF6 Colour Burn
#F49AC1 Colour Burn
#002157 Exclusion
Screen
Soft light
Base

Step 10: I used this texture from peoplemachines. I set it between the screen and soft light layers. Set to to screen 100%, 3 times. The last layer (of the duplicated texture) I placed on top of all the layers. (Like this)

This is my first real attempt at a tutorial, so if you hate it let me know OR if you have any tips, please let me know, etc!

When you use your own image, give way and change the settings. Please don't make the same icon, be creative :)
