Did the author actually say they ran out of time in story notes, or was it poor chapter planning?

It was poor chapter planning. I suspect she thought that if she left us -- the readers, the characters, random people passing -- hanging, we'd come back for the next chapter. I further suspect it's someone with a very bad grasp on the concept of pacing.
