2nd, to you only getting 20-25 hours...have they hired more people for the back to school season, thats a possibility. also, the scheduler automatically shoots people outs for shifts and if the HR/your exec feels that it sould be changed, then they manually change it.
3rd, when you applied for the specialist position, did you receive an interview because you should have even if they "knew" who they wanted. if you "pasted" those interviews, you should be signed off for a future specialist position that becomes available.

anyways, the only advice i can give you, and you've probably already done it, is to ask the hr team for more hours. if they are rude about it or schedule you the same amount, i would cross-train in other workcenters that youwould be comfortable in just so they have no reason not to give you any hours.
if they get people to cross-train, that saves them money by not hiring someone new. each new team member they bring on costs the company $500.
whatever you do, and i'm sure you've heard this before, if you plan to leave the company, make sure you give a two weeks notice (and work it out) so that the company has no reason not to hire you in the future if you change your mind or move to another area and want to work at that Target.
