recently underemployed, contemplating a drop-in strategy?

has anyone had any luck literally pounding the pavement and dropping their resume off in various places? (for me, anyway, it would be non-profits, museums, event planning/ pr agencies).  i've been doing the online thing and sending out a bunch of cover letters... and spectacularly, very few responses.  i've never encountered this issue before, but

None. Mostly I've had companies say, "No, we aren't hiring, but you're welcome to fill out an application."

If you're not hiring, why would I fill out an application? -___-
