TSR's official website, www.tdd-1.com, confirmed just a few days ago that there's going to be a new OVA detailing a day in the life of our favorite captain. It's still on the main page at animenewsnetwork.com.
No new season has been announced and if they do make one, it'll probably be some time before we hear anything as there is generally two years between each season. If they do decide to make another and their is the same time between it and TSR, we may get an announcement late in Summer 2006.
But on the OAV, there have been two posts over the past few days about it with more info.
The book series after the plotline for TSR isn't even finished yet right? So two years is my guess as well. Maybe second season of Fumoffu, but no real plot development series.
