I so agree with you. People like his shouldn't be allowed to have children in the first place. Like they say, you need a license to drive a car but not to have a child.
if there was any way of regulating who could have kids in the first place i would definitely be for it. unfortunately, i can't think of any way that's not flawed. but another comparison to getting a driver's license, if you show you do stupid things when you drive, you get your license taken away!
