Haiti is a complete mess. Any resources applied to rebuilding need to be spent wisely (Any yes that means paying people to figure out how to spend it). In addition since the Haitian infrastructure is gone, it is probably wise to keep the funding in a stable banking system like Canada's, and issue funding over time as needed.
