When "Total Responsibility" means "No Responsibility"

In 2004 Prime Minister, John Howard, has said that he takes total responsibility for Australia's decision to join the war. However as the the Chilcot Inquiry has shown the decision to invade Iraq was most certainly a breach of international criminal law and and specifically a crime against peace. Oh, I reckon the people who carried out the invasion of Iraq thought it through very carefully. "Construct false flag, ignore pressure for proper review, invade country, make money, leave behind the pieces".

In an ideal world, Bush, Cheney, Rumsfeld, Blair, Howard et al would've faced justice and rotten in jail by now.

We do not live in that world, though.
