Alright, so a User is a human. That, I can understand. [BUT WHAT IS A PROGRAM] Since humans... Users... can die, perhaps Dromos thought that changing them would make them invincible. More durable.

So far these infected Users have not proved to be very invincible or durable. If their head is not removed first they do seem to continue to try and attack, but even then, they can only do so much when in pieces.
