I think it depends on the show and the copyright holder. The "Me and My Girl" Le Cinq actually had the entire script.
I get the impression that the Elisabeth copyright holders are a little picky. For example, normally the senshuraku versions of Daigekijou shows get aired over and over again, but with the senshuraku of the 2007 Elisabeth, they're only showing it once.
(That being said, I'm glad that the copyright holders allow the Takarazuka Elisabeth to be published at all. After all, you can't find any official copy of West Side Story).
Or of Ai no Sonata, which is only based on Der Rosenkavalier, and quite some others. :(
After all I guess that *now* Hankyu earns way to much by selling the dvds to decide to stage a main theater show which they are not allowed to publish afterwards.
The only way to lay your hands on the script is to obtain the original copy that's distributed among troupe members when they happen to stage the show. At least that's the way I got my only version of Elisabeth script...
