I also appear to have an inkling of clue one for the Trickwood Unification. (dear fuck, it's way more than one novel I could actually start Wild Roses here fuuuuuuck)

*cackles* Poor Gavriilovich. I like how they intersperse gossip with actually DOING stuff, and how Sergeievich just checks, double checks, and then goes to study ahead a bit. <3

The zastava-engineers claimed that was just a slightly-overactive subroutine on Rozdestvo Khristovo's part, but the active-duty sergeants were anything but convinced, and Ruslan tended to side with the sergeants. It was safer.

Why are the active-duty sergeants not convinced, and how does this relate to what's happening here?

The active-duty sergeants have a theory that the file-sergeants have a hand in the timing and strength of punishment of Not Doing Your Damned Paperwork.

It is a reasonable length of time for an inactive account to get its privileges revoked--I'd guess other zastavas have slightly variant lengths of time, and some places are set to never expire, but since Sergeievich is always active wherever he is, I don't have direct knowledge of what exactly happens?

I really like the whole symon--ruslan thing. they get on so easily. and i love the fact that there's a "glitch" that can randomly get you declared dead if they don't get your work done. that's motivation, for you. =D

In this case there appears to have been a personality mismatch between this guy and the sergeants directly under his command, which was what Sergeievich was referring to, and also problems with the supplies-files-and-personnel sergeants. The personality mismatch probably reeeally didn't help with the paperwork problems.
