Apparently, the governor of Tambov region Oleg Betin said that gay people should be torn to pieces and then thrown into the winds. A group of gay activists wrote to the Attorney General's office accusing Betin of inciting hate and enmity (there is an enactment for that in the Criminal Code of Russian Federation
