At least round here, "ass" tends to be used in more of a joking context, or as part of a set expression like "kick ass". There are probably regional variations, but as I've no clue what regions the characters are even from I can't comment on that.

Not that I don't sympathise with her, but she's still calling a complete stranger a tart when they're both eleven years old.

As well as saying nothing but "tart" whenever she wants to insult Emily.

Correct me if I'm wrong, but Brits are generally more varied in their insults...

I'm not defending Emily. Even if her actions were genuinely an attempt to help Kim with no ulterior motives, they were still deeply inappropriate. Couldn't she have bewitched the knickers to remove the offending pattern? I know she's only just started Hogwarts but she's supposed to be a Hermione-level talent, and Hermione herself did some simple spells for practice before she started school.

Plus there's the fact that some wizarding families(like, I dunno, the pureblooded Zacherley family) do teach their kids a bit of basic magic before putting them on the train.

At least I would if I were a wizarding parent, anyway.

Plus, how in the hell are Powerpuff Girls knickers supposed to be "inappropriate", according to the narrative? Kim's fuckin' ELEVEN! Hell, I watched the Powerpuff Girls show when I was twelve!

As I said, "because they're Muggle" would have made more sense than "because they're childish" for why they're embarrassing. That way, we're not relying on pureblood kids being familiar with Muggle popular culture.
