I always assumed testing was just to prove you weren't marrying anyone too closely related. And I didn't realize blood testing was still required anywhere!
This started before DNA profiling, so I don't think they'd get anything conclusive about people being related. I was surprised that the military was involved. I wonder why they wouldn't just do their own testing on all their recruits? Having info on just the ones about to marry leaves a lot of unknowns.
