no, not everyone in the shire knows each other. i see new people all the time and i live here. i moved here about 8 years ago now.
but, everyone in the sydney goth scene knows one another.

However, most people in the shire live there for extended periods of time. I lived there for 25 years before I moved out. My folks have been there for over 50 years each. In that time you build up a fairly good knowledge of the people that live near you.
