In canon, the only people who can PSYCHIFY him are usually other actual gods, but mortal types with psychic influencey powers can still try. This usually results in him feeling a little bit off, like something's trying to push him a way he doesn't agree with, but he just kind of is like HMM NO, I DON'T FEEL THAT WAY, and resists without really having to exert any effort.
