I'm talking mainly SF/F here, but I think this is generally true for most kinds of genre fiction ( ... )

I get that, but to *my* mind, Hot Guy With A Sword With A Cool Background is fairly universal. :) ;P So I don't know why that would be changed for different countries.

Different countries have different sensibilities (some foreign covers I've seen are awesome; some have had me going WTF??). Also, I expect there are licensing issues.
