This seems like the kind of thing you might consult the neighborhood parents about... I mean maybe get in touch with some of the parents of Jake's friends and classmates from school, what they allow their kids to do. I mean if all of the other kids are at home, there's really no point in letting him go out and get in trouble. I'm not saying do exactly what they're doing, but it would certainly help you get an idea of the social context that Jake has to deal with when he's with his friends.
