Wow, there's just so much WTF-ness in this story. Willfully ignorant, spiteful and bigoted is a terrible combination to have in a boss. Good luck getting out of there.

As for your options, I dunno. I would say 2 or 3, leaning towards 3, but I don't have enough info to feel remotely certain. If suing the shit out of people who deserve it would do any good at all for the inmates, I'd be sold.

I say, do #3 first and if nothing comes of it, do #2. Then you can at least say that you did EVERYTHING in your power to avoid suing the shit out of them.

And, once you're gone, go to the media. Go anonymously if you have to. The media LOVES to feed on state agencies violating basic constitutional rights.

This whole post, this whole situation...it's just...wow. I didn't even think people like this really existed anymore except in Hallmark specials where the moral of the story is that we all get along.

The media might not be as gung-ho as you think - this is still the Deep South, and there is a pro-Christian slant.
