I just saw a movie from Finland where a kid wanders outside a few minutes in the snow without pants and doesn't shiver before returning to the house. And it looked like it was filmed in actual snow. Darn Scandinavians.

one of my elementary school friends from Japan wore a T-shirt with shorts every day no matter the weather. She said just felt comfortable like that.
